I did it
Here are my steps
1. Find the BUP_154.bin file for a device(APAC)
2. Using DriveSmart 61 (2588) 6.70.rar - 20.7 MB to restore this bin file（xrgn,154,2:/BUP_154.bin）, I incidentally updated the software to version 670. The BUP_154.bin of the APAC matches the firmware of the 2588
3. Reflash the firmware of the 2996
But my file backup BUP_154.bin doesn't include features like traffic, voice, etc
