Usually and at it's most benign, the message on start-up "System Software Missing" means that the main system software (i.e. firmware) in region 14 is either corrupt, incomplete, incompatible or missing. In that case the device will have defaulted to preboot mode, be otherwise heathy and can be seen by Updater.exe. Therefore it can be easily re-flashed with correct firmware. At it's worst the message means that there is physical flash damage in which case the device is "hard-bricked" but that's less likely. In the later case preboot will not be available at all.
