It's bricked, probably by a partially loaded or corrupt GUPDATE.GCD firmware file. Remove the media card card from it and load Cure firmware [see link below] to the nuvi in pre-boot mode which will allow Mass Storage Mode to access the internal memory. Set your PC to allow 'Show hidden files and folders' and uncheck 'Hide protected operating system files' [Control Panel / Folder Options / View] so that you can open the .System folder to delete the GCD file. You shouldn't need to re-format it.
