Install usb drivers, maybe something is wrong with yours:

Start updater.exe
Make sure nuvi is switched off remove sd card if you have.
Plug small end of usb cable into Nuvi but do not plug big end into computer
Hold upper left corner of display with one hand (do not switch on nuvi must be off)
Now use other hand to plug big end of USB cable into computer. (wait)
Beep Bop sound and you should be in pre-boot mode.
(If you cannot get into pre-boot mode it will be difficult to repair Nuvi)
(If it fails now you need to try new cable,clean usb plugs with alcohol, use XP Computer and login as Administrator)

Correct usage of Updater.exe here:

Before doing anything Drag&Drop the rgn file you want to flash to your device (it can be a normal firmware file or a file rgn extracted with RGN Tool or you got from Garmin or a kunix's cure) in Updater.exe and it will open in your desktop.
You have to navigate to get to the good.

2.) Do you run updater.exe as administrator?
3.) Do yo drag/drop rgn on updater.exe like Caty say?
4.) Do you try with different cable connect nuvi to PC
5.) Do you work on laptop or home pc?
6.) do you try on some Pc with xp?
7.) what OS do you have on Pc?
8.) do you turn off UAC?
Yes correct . Not sure Updater works in Windows 8, I'd try another previous OS, XP should be better
