Yes, but i think your problem is totally unrelated to the stuff-up made by Garmin where they were accidentally loading the US GTM60 [HD Radio] software via GarminExpress for the EU GTM70 [DAB]. They quietly fixed that of course and just replaced any GTM70 bricked as a result. The file on their server is different to the 'bricking' one offered temporarily by GE [which was definitely the US GTM60 file]. Even though I have a GTM60 and several 34/35xx devices which are DAB/HD Radio traffic capable i'm unable to test it here with a digital signal as there's no HD '3D' Traffic available in AU yet and in any case it's likely to be DAB not HD Radio when there is. Used with a compatible unit, my GTM60 with an added Suna FM Traffic subscription works exactly the same as any FM TMC receiver here however. It also shows 'GTM60 Software Version 2' in Traffic Receiver Status of Diagnostics Page>Developer Info when connected. As an experiment, i tried with an AU 3490 which has never had the GTM60 connected to it and didn't have 006B154600.GCD in it's RemoteSW folder. It showed Version 2 both before and after the file was added with no update subsequently. As evidenced by the coded link in my previous post, no software update is being offered so I think that there absolutely is no further update for GTM60 beyond the OEM Version 2 and therefore the 006B154600.GCD is V2 which is why both yours and my GTM60s ignore the file when added to RemoteSW. Certainly the EU GTM70 was updated from V2 to V2.30 however.
Another thought is that you may not have a sufficient sat lock, or that you're not in a HD traffic area so it's unable to receive that but in the latter case it should still find HERE FM Traffic for US/CAN because GTM60 comes with 2 separate Lifetime subs, one for HD and the other for standard FM. Does it show 'Searching' under Settings>Traffic as well?
We started completely 'on topic' here addressing your problem with enabling features in your 3590 but of course with the traffic receiver problem we've drifted OT so if you like to investigate this further best not even answer here, but instead you should open a thread in Garmin Discussions then someone from NA might be able to assist you with this problem specifically. Either that or torture yourself by asking Garmin support about GTM60 searching for a signal.
