This 'TTS' voice, are you sure it says street names? I assume it's Italian. What's it named? e.g. is it Italiano__.vpm, Italiano__Paolo.vpm or Italiano__Silvia.vpm? I ask because only the first one should work in your EU250 and it's a non-TTS voice.

No, I'm not sure at all. But after installing it, my nuvi started to talk (silvia_TTS): it gives me indications, no street names (perhaps the problem was different and simultaneously solved)

It totally looks like your device doesn't see locale files. So either they are missing (run WebUpdater to download them), or they are present but the filesystem of the internal flash drive is unrecognized by your device (this happens when formatting with Windows native formatter).
In the latter case, format the internal flash drive with RMPREPSUSB as suggested in the tutorial (and then, of course, run WebUpdater).

If your PC doesn't see your device, then yes, use GarminCure3's CURE option.

But now there is another problem. The sat nav is an American one, but I am in Bulgaria and it can not connect to sattelites. It finds sattelites, but can not connect to them.
I made hard reset, NonVol reset after that in satelite menu Single Start and leave it for 1 hour in open place but can`t connect to sattelites.
Have you any idear what to do with it?

Do you run webupdater or Garmin express and update all that was available for download?
In first star after you cure device nuvi ask you to set country, do you set it to Bulgarian?
You set country on page like on picture from your post #351 if you didn't set it then hard reset nuvi and then applay Bulgaria.
p.s.
After reset don't do anything in satelite menu, just whait that nuvi find satellite.
