No, there is still a chance. Don't worry. Just someone is needed to prepare you such FW for nuvi 13xx. Be careful as it will delete all files from the memory of the nuvi and you should restore them manual after that.
I forgot after that the memory needs to be formatted after that.

How can I safe the files from the unit for later restore if I cannot get a connection to PC?

Found a solution for my problem - check GarminCure3 tool - the new way to create cure firmwares for Garmin devices
Took me 1 hour to get my nuvi back to work
