I don't fully understand what you mean by:

"Garmin Express, MapUpdater and WebUpdater will treat it as a 3490 based on it's HWID for fw and associated files and it's Unit ID for mapping and associated files [ASR, SID etc]"

All these applications still see it as a 3790
