I haven't tested it in-depth, can be errors.
I think "Premium Points Addressing" creates file \.System\oempoi.gpi, which could be a region from flash memory.

I have factory setting for "Premium Points Addressing" on Nuvi 2250, but there are no special feature for device. As for maps - Europe CN do not have a SID files for this function yet, NAmerica have a special SID file for "Premium Points Addressing".
