But it seems Kitkat and maybe others does provide access to a special folder Android on either built in memory or external that you can can access and modify. I think that's the purpose for those Android path apks.

Using my Galaxy S4 as an example, the 10GB of internal storage included in the phone can be accessed via /storage/sdcard0/, /storage/emulated/0/, or /storage/emulated/legacy/. Don't ask me why there are three different ways to get to the same place but none of them require root to access, which was my point. The poster likely asked for that particular path because writing to the internal storage is supported by Android, whereas writing to the MicroSD card requires root and a text editor to enable it.
