As the Viago appears to have been designed to work primarily with City Navigator and your country is not covered, or is in a limited way, by CN South America, so the system would be incompatible, theoretically. What you can do is install a routable road map offline of your country on Garmin folder, OSM or another local map. Disable all forms of alternative location on your phone, leaving only the GPS enabled (exclude wi-fi network and triangulation by cell). That's because Viago only boot when system has some active location and initially he better not identify the location. If you are in a closed environment where no have satellite signal, even seeking signal Viago boot process and load the map offline that you installed. From there you can go to an external environment to the tune of satellites. I guess also prudent, you enter another country in South America, which is not Paraguay, in configurations of mobile and Viago, so it is important to disable the wi-fi network and phone Location and keep only the GPS for this..
