You don't have to install previous version, it just requires a registry edit to fool the installer that you do have previous version installed.

Either run the "Registry edit.reg" file or create a key as follows:
[HKEY_LOCAL_MACHINE\SOFTWARE\Garmin\MapSource\Families\BlueChart Pacific v8]
After you are done installing its recommended you remove the key (previous version) before starting MapSource. Registry edit attached
