after installing map "Roads of Belarus" message
Card is blocked or damaged
on another device this map works
I installed map in the internal memory in folder Garmin/Map
Installed OSM map it works

OSM likely works because it doesn't rely on Garmin copyright material. In Dogori Belarusi map data you'll see this info:

Check with the map's issuer or Garmin but i suspect you'll find that Garmin has blocked them for some reason, maybe Garmin wants licensing fees from the maker/publisher but i don't know.

There's no publicly available firmware patcher for Garmin's recent Android OS devices afaik. Sorry i can't help further.
