50/50. It is depend from place. Use both maps because its are absolutely different. Each of it have about 30-40 percent of total coverage Russia. So you will have about half of all Russian roads and settlement. It is more better then 30-40 for single map. The one big difference is that Here map does not contain TOPO in opposite to CN Russia NT - Navicom and you can see only roads with actual traffic flow.
Really this version is more actual than old 2015.10 Navteq. Also I see traffic service on federal roads on Here like Yandex. Navicom traffic is only big cities.

Open TrafficProvider.xml with your browser and search for HERE Traffic (RU). If it's there and you don't see it in your Nuvi then I would say either you're out of area or something's wrong with your traffic receiver. If it's not there, then you need to update the file. Version 3.50 did not include HERE Traffic (RU), verison 4.10 (installed in my Nuvi) has it, a few lines down from НАВИКОМ ТРАФИК (RU).
