Can anyone else verify that the NAVTEQ maps do not have that issue?

I have noticed that if I use the Sensis map then it blocks out my Bluechart map, preventing the two showing up on the screen together. Which is really annoying!!!!
So I will be going back to Navteq map so I can also use my Bluechart simultaneously without this layering issue.

Sherms, what unit are you experiencing that on? CNs [including Sensis] have priority 30 and BCs are usually 28 so the CN should take priority, are you wanting to only display the transparent tiles of the BC? Check there's not an FID conflict.
More info on layering and priority:

You could try Aus Topo + BlueChart and report back.
How about BlueChart Pacific + g2 + g2 vision. Which one takes precedence and why?
Are you a boater? I turn on BlueChart in the boat and CN etc. on the road. No real interest for both displayed together here.
