Yes. It is a common workaround for devices without built-in Chinese input support such as those bought in US and used in China. The English map is installed and unlocked but not selected which still enables search by English with PinYin. The Chinese map is installed, unlocked and selected to display the searched items for viewing, routing and other purposes.
Note that the two maps must not have the same version or FID.
when i look at the Map Info on the device i can only get one map to display, depending on filename used its either English or Chinese but not together. Not sure where to check the FID of these 2 maps.

It is the same issue for me. When I have the China English map and the China Chinese map + (China Chinese basemap), the English map does not show up at all as a choice to check or uncheck. They do not have the same FID.
