I assume then that your 2013.30 map was an 'official' purchased map. Removing all those files leaving only the new jcv file in the JCV folder was the key. If there are gma and unl files in the .System folder remove them too after backing up.

Yes, it was the last of my "official" updates. I still feel cheated by Garmin about the purchase of my Nuvi 40. The very next day after I purchased this unit, they announced "Free Lifetime Maps" for my unit! I cannot believe that the store from which I purchased it, did not know about this offer. I contacted Garmin regarding this, but they just told me that I can now purchase a Lifetime Map subscription, but that would have been more than my Nuvi 40! Now I will go the "un-official" route!
