3. What should i wait from issuing of CN Russia NT 2014.10? My 3790 will start rebooting (in fact - switching off) while the state boarder appears on the screen? I bet this won't be the case. Even RoR 5.29 doesn't show such bad behavior.
4. Haven't got the idea of map objects and there volume. Anyway - is this matter (that i should not forget) a serious reason to switch off my nuvi when Finnish boarder appears on the screen? lol

You became guru! It is about switching off map in menu. After you use this map more you meet many funny error. For example, objects with code name "flatland" is cliff, or water channel instead placers of stone (cybercriminals forgot to pour water)

CN Russia NT rests...
No problem on other device with Finnish boarder, may be you have conflict SW and basemap. It happens periodically on 3790 with an unfavorable disposition firmware and maps even on roads map.
