Your GPS shows the maps on your SD card in order of the date and time (timestamp) they were put on that card. Also, maps in internal memory are always listed before maps on SD, regardless of their timestamp.
The basemap will be shown on top of the list, the others below in this respective order.
So if you want you can create your own order.
Draw priority has nothing to do with the order of listing, this value is inside the maps themselves.
