Taiwan maps for example are done by Garmin itself, they have their own fleet driving in Taiwan and do the cartography.
I suspect the map material is either from different sources (Garmap could be one of them) or they start a cartography by their own.
Btw. Please notice on the Garmin website which devices are compatible with that map.
Due NTU map (Unicode) older devices may not work with this map
