Don't run the .exe, extract it using winrar or 7zip. From Post #1: "Content of type 1 [2.91 GB (3.135.566.246 byte) once extracted: etc...". The basemap is of course in the 'Basemap' folder, all other files including the locked detail map are in the 'Map Data' folder.
