Got to be either a settings or an unlock code problem surely. Check usage mode is set to pedestrian, in 1xxx series [Tools>Settings>System>Usage Mode>Pedestrian]. If map is correctly loaded with valid unl code then 'Powered by CityXplorer' will show beneath 'Pedestrian'. Ensure that correct radio button is selected:

If your settings are OK, but 'Powered by CityXplorer' isn't showing then redo the unlock code. You could have made an error with the UID or copying the unlock code to Notepad. Open the GarminDevice.xml and copy the UID to clipboard ensure you have only 10 digits, no spaces:
<Model>
<PartNumber>006-B0972-00</PartNumber>
<SoftwareVersion>620</SoftwareVersion>
<Description>nüvi 1450</Description>
</Model>
<Id>1234567890</Id>
Open JM and select custom mapset, FID 800 [don't enable additional fields], paste Unit ID, generate code then copy and paste it into Notepad ensuring no spaces or carriage returns [25 characters only]. When you save it, use All Files '*.*' ensuring exact same name as the CX but with extension .unl e.g. StPetersburg_2013_10.img and StPetersburg_2013_10.unl as the code. Place both files in Map folder of either unit or microSD card.
Then it must work.
