From where do you get the files - my lifetime map updater always says there is no newer version available than 2012.30 yet

Strange - my LifeTime updater is on 50% downloading status and running - 2012.40 NTU.

Run map updater.exe 3.0.4

It also did not work with Map Updater 3.0.4 for me, but with the online available Garmin Map Update 3.0.8!

Nuvi series 1xxx dont use this file and also dont working on this nuvi.
You dont need this file.
