If you have an older version of GMAPTZ.img in your Garmin unit then extract the RAR-archive followed by copy and replace with GMAPTZ.img v9.0.
It's also possible to use Garmin WebUpdater. Either directly connected to internet or by first downloading the TimeZoneMap_900.rgn and then applying that according to the following instructions.
Could someone please explain, why 'TimeZoneMap_900.rgn' is needed to download GMAPTZ on one computer and install from another?
Would it be a mistake just to transfer the gmaptz.img file to any other computer and then copy it manually to the Nuvi's drive?

You can copy gmaptz.img file from one device to any other.

Not all have a file operations as friends. In case with TimeZoneMap_900.rgn it is enough tp put this file in webupdater.exe.
But if you know as copy files just copy it!

Is this unique to specific Garmin models? Or can I view in Nuvi250, Oregon, MobilePC? Do I have to rename it to Gmapsupp..
No, as said in this thread,in case of TimeZoneMap_900.rgn it is enough to drag this file in webupdater.exe on desktop, having you device USB attached and it will be installed.
Correct name in gps is GMAPTZ.img and it sets your timezone in your device. It is present in every gps, I guess
