Rules install new maps Navlux since the release in 2013 R1
The user is free Navlux installed on your navigation device, all new version Navlux map to be issued within 12 months of the acquisition of the license to the card Navlux.

I think it is normal process absolutely. Cartographic offices must collate data, make map base and provides feedback with users and testers. Navigation system manufacturer must compile maps from theirs data only. This way have the greatest economic efficiency and productivity.
For example, even OSM map have more detailed data with comparable level of mistakes than Luxena, Aeroscan or Navicom

P.S. I have a few old licence for Luxena and I am very glad what it is valid still now
