Well the person who put this pack together did a terrific job really. But I feel like I should point out that a valid CityXplorer map consists not only of CN map layer and MMR but also

No interesting and amazing. As Caty say - cityXplorer is the absolutely the same map as from CityNavigator set.
The records what you pasted mean what this map are including in several regions and may be unlock with parameters for above mentioned region only. May so many records such this for big region like Europe for example.
So cityXplorer presents finished product and may be used without CityNavigator itself. If you buy single town for cityXplorer you recieve usual map like CityNavigator and unlock code with PID=2 for working single town only. Plus MMR subfile in container what can be work only compatible device.
