There are reports that 2xxx series does not support EPM without first having a satellite fix in the relevant city. See here, from Post #46: [Only registered and activated users can see links. ]. If you are not in London and are unable to get it to work in simulation it would seem those reports are correct. If you are in London and have a sat. fix you may have not unlocked the map properly.
