Traditionally there's no routing in TOPO maps. Routing doesn't make much sense for mountain trails for walking by foot or by riding a bicycle and the TOPO product type is not targeted for automotive usage with routing.
I's however introduced routing in some of the TOPO products from Garmin and 3rd part map producers. Some newer TOPO maps even released with NT format. Making a map with NT format would ONLY apply to a Garmin map with routing. It's only the routing data that's compressed in NT format and a map without routing would in fact grow larger if they used NT format.
