It's common for Garmin TOPO maps to be without implementation of the locking mechanism. The earlier models of Garmin GPS receivers don't even support locked maps.
Some Garmin map products that's NOT locked:
- Garmin World Map
- Roads & Recreation
- MetroGuide (except MetroGuide Australia)
- Garmin U.S. TOPO 24K v2
- Garmin U.S. TOPO National Parks 24K v3
- Garmin TOPO U.S 2008
- Garmin United States Waterways & Lights
- Garmin Recreational Lakes with Fishing Hot Spots
- Garmin U.S. Inland Lakes
- Garmin BlueChart Inland Lakes Vision
- ...
