TOPO maps have traditionally been without routing. Main usage would be for activities like walking, hiking & trekking. They aren't intended to be used for road navigation with vehicles.
Some of the newer TOPO maps have introduced a mix of road navigation and trail usage. In that case they are also candidates to use NT compression. NT is only used for maps with routing.
