If You take closer look in gmaptool simple info:

You can see that maps have PID 1 and FID 462
With some tools, like gmaptool, cGPSmapper and some others, You can change info in "Data MPS" section to whatever You like, as you can change mapset name and put in unlock keys (instead of gmapsupp.unl file), but this do not change actual PID and FID in maps, so info in "Data MPS" is good for unlocking only if it's equal with info in "Map" section.
Only relevant info for map unlocking is info that is in actual map, so what You can read in "Map" section, in this case it is PID 1 and FID 462.
Just try to unlock this map with info from "Data MPS" and You'll see that it doesn't work.
