Do you have preboot mode available? Force it fully off by holding the power key down until the screen is completely black, then hold the upper left corner of the screen firmly while powering on. You should see "Loader" appear on screen.
My garmin is 1490T. it have problem some icon disappear on screen. i carried out reset it to factory now i can not set up it. At step chose locale not icon asppear for chose it black. Please help me fix it.

Yes, sorry 1xxx only shows 'loader' when Updater.exe is active in preboot.
However, your 1490 has been in preboot. All 1xxx devices will hold preboot for about 45 secs then move to the calibration screen you've shown if flashing hasn't initiated.
What happens when you try to calibrate the screen, does it react to touch correctly then move to boot cycle? Hint: Use a soft lead pencil for accuracy.
I carried out calibrate the screen but problem not fix.

Might be a minor corruption in the firmware or an essential on-board file. Try first to load the original firmware again, use WebUpdater if it's still got Mass Storage Mode available. If no MSM then it'll be necessary to load an RGN file in preboot mode. If that doesn't fix it then use Cure firmware, kunix's QuickCure3 should work seeing its a nuvi 1490. Look for the link at the base of initial post here: [Only registered and activated users can see links. ]. Be sure to follow the instructions. Cure fw is necessary to regain MSM so you can re-format it with RMPrepUSB. Post again if you need more help or further explanation..
