From Butters information about some devices needing other files or folders to create missing GarminDevice.xml, here's a specific example how a Nuvi 1350 HWID=0972 was fixed.
File system was corrupt with file names with various ascii letters and symbols.
Win 10 scanned , repaired and created 1 large unusable file which was deleted and replaced the GUPDATE.GCD.
After re-booting, No GarminDevice.xml was created. Since I have another updated 1350, I felt adding files & folders from Butters info should be easy to try.
I first added Keyboards, Vehicle & Voice Folder to main directory, --- no luck.
I then added to .System Folder, ExtData & RemoteSV Directories and file GUPDATE.GCD.
After re-booting, Device updated from RemoteSW entries and GarminDevice.xml was created.
Happy with the resolution, I didn't experiment so I have no idea what file or files were needed but I would like to thank Butters not only for this, but for the many trouble shooting cases he's involved in.
