Did you try Garmin Express instead of Webupdater?

Okay, re-did the whole process starting with RMPrepUSB to wipe and prep File system, then used cure to make original rgn and then flashed with updater, started device with American English only, cleared nonvol, then connected to Garmin Express for language files (English and Arabic only). Still no Arabic. What do you think is the issue here? Both webupdater and GE are not able to install Arabic language.
