Your Nuvi is stuck like that because internal hard drive was formatted or the partition was deleted.
You're nuvi is entering pre-boot mode because it says system and loading.

I found a way to recover deleted partition. After flashed my GPS original firmware, I got back the GPS drive and after formatting and copied the backup files, guess what - my Nuvi3790T fully resurrected and works like new. I am very pleased.
