It does seem that like the OP here, you may have purchased a HWID 1020 foretrex which has had modified US/EU fw loaded or it's been cross-flashed with an incompatible version from a different device. It may even be the same device lolypop000 owned with the fw version now changed from 3.20 to 3.60. Regardless, even if it's actually a different device, it's clearly been messed around with and possibly badly software-bricked.

You can't fix this problem by using GarminExpress or WebUpdater with a modified GarminDevice.xml. Both of those programs place a fw file named gupdate.gcd into the device's internal memory to be flashed on-board at the next complete boot cycle. During the boot, the XML is re-written by the device before the device even looks for a new GCD file.

The only way to perhaps successfully write new fw is to use Updater.exe to flash an RGN file in preboot mode if you can access that, or, if it has a media card slot and the fw contains the correct "RRGN" commands, it might be possible to use BIN files on a media card. Post info about its capabilities of preboot and media card and i will try to help you flash official V2.60 back to it:
