The US model Nuvi 42 does not have a POI folder in its as supplied file structure, I have tried to just add a POI folder with .gpi data and it was not recognised.
Garmin make you use a custom poi loader, which I believe creates and activates the poi folder in the file structure.

System / Diag / Eleu / Exit/ GPS / JCV + map files etc
Garmin / Device xml only
