Looks like map is encrypted and specific device firmware must be used to decrypt map.

That's got unsettling implications hasn't it. Could it just simply be a faulty image, corrupted in some way?

As an example of such encrypted map and modified firmware is some map for Ukraina.(Aeroscan)
