Did you try ?
1). Nuvi <== USB==>Computer
2). in Mass storage ==> Edit Garmindevice.xml ( US hwid to be CHN hwid )
3). Run webupdater.exe
4). See what you will get ... CHN Keyboard

I tried this way for Sg/My hwid and can get .kbd files from webupdater.
