In the 765, 855 and 1390T I have the following module (latest update via webupdater):
GTM20 006-B0482-01 5.50 GTM20 RDS-TMC Receiver 003F5C00
765 and 855 have GTM20 as receiver (connected to different bases). The 1390 uses GTM25 as receiver (connected via USB).
My theory: Both Navteq and TTN "rent" radio space on the RDS stream on a few diferent radiostations in a certain area. Some of those stations use RDS for other things too (name of station, song, artist) and on those stations the name of traffic provider for GPS gets "lost" and apear as "no name". But the signal is present and active if $ is present next to the name. It is just a limitation of the RDS system that carries the traffic that sometimes the name is not carried.
Thanks for the tip with the ad folder. I did delete only the file inside and the ad folder disapered from "Tools". I did make the folder R/O and Hidden for now, see if it does anything.
LE: In my 765 I have in Garmin/RemoteSW a file that is called "006B048201.BIN" and I suspect that is the file that holds the traffic software. I think you have it too, if not I am attaching it (zipped) here.
