To be honest I didn't understand the qestion. Sorry about that. Can you provide more information what do you want to achieve? I can't understand what do you mean with the words "to tile" "vector data"? You want to convert the vector data into raster images? As the google earth tiles? That could be achieved very easily for example with Global Mapper.
