The need is, if you want to have another FID than 1 or another copyright text than "Just TEST license", which is in the TestLicense.mpl. It was possible to change these fields in the version 5.04. But it isn't in the version 7.xx - it seems there is a check sum.

you are (probably) right that there is a checksum but anyone figure out its type and location in the mpl file ?

Patch isn't necessary only the valid license is needed, for example:
