Actually everytime you buy a New Nuvi, a percentage of the price is to pay for the preloaded map.
This is a very clever way of ensuring that every nuvi is at least "Semi Legal" and this money pays for the continued development of the Maps.
The fact that you can upgrade for free from sites such as this is actually a marketing tool, A lot of people will not buy a product that they cannot upgrade and Mod.
If The Manufacturer really wanted to they could put a stop to it, like Tom Tom did.(With Certain Models Firmwares)

The other day I was in a converstion with some decision makers regarding the purchase of Printers.
