Actually, signatures are put in order to quickly determine the status of the file, in this case it concerns speedcam.zip. Usually on this forum there are 2 options, the original is a file from the UX folder of the pongo skin or a modification of the file.
In this case, we see the signature and it is immediately clear that the file was changed and for what purposes - for what encodings. And also the version of the pongo skin - the date of publication. plugin.ini
For this reason and others, deleting entries from the plugin.ini file is bad practice, since the changes in the speedcam.zip file itself will tell you who actually changed it.
