    He refers to the Model Nuvi 2589 in his title and on the end he refers to the model 2598 both have been DISCONTINUED.
    The chances of getting new map updates is almost "0"

    There he talks about and I quote:

    MyGarmin vintage Garmin North America maps for 2014 and 2015 are visible and both are selected
    You run one or the other but not both at the same time.

    Then trying to add yet another map update you will run into a space problem.

    Question 1: Why is this 2589 apparently locked by software and how do I unlock it? Is the software lock caused by a mismatched GTM-60 power cord that may be assigned to a different 2589 for traffic monitoring?
    I have the GTM-60 power adapter and can switch it to any comparable GPS unit and it works.

    Then you stated that in the specs you say it has:

    Built-in traffic receiver: Yes
    This unit needs a external GTM-60 power adapter to get traffic.

    Which leaves me to believe that this a used GPS unit that you have and has problems.
    I could be wrong here......

    That fact you are getting this message:

    "Cannot unlock maps."
    You have download maps from another site rather than using Garmin Express to get updated maps.
    So you will get that message.

    As this site does not support how to unlock any Garmin maps or get them I will not go into that.

    You need to be clearer on how you are using the GTM-60 power adapter. It can only be used to get traffic and power the unit while in you car or truck.

    It can not be used on a PC or Laptop you will need a USB Garmin cable to do that.

    If you are using a USB Garmin cable not the GTM-60 and can not connect then remove the drivers and download the newest drivers from Garmin and try again.

    I have both Windows 10 and 11 laptops and have not run into this problem about connection any of my GPS UNIT.

    You need to trouble shoot what are causing the problems.....
