Map packages of different sizes are adapted to different devices. In the sense that these devices have different sizes of internal memory (storage) and different possibilities.
For example, you cannot insert a 1.5GB package into a device with 1GB of internal memory. And part of that space is already occupied by software, so you would use that package of ~ 740MB.
Then if you consider in addons (TTS, 3D, etc...), if the device has the ability to use and display them, the math is a shade more complex.

This is why there is a Compatible Chart for a certain edition of maps for devices.
