No, there is no single "tool" for such a purpose. In fact, conversion is the least of the problems.

Steps in short
- convert picture(s) (with Paint, Adobe, Gimp...)
- make several different (defined) resolutions of them
- make your own loading file, or easier - use existing one and replace pictures (with total commander)
