You have overcomplicated this problem. The skin contains an info.ini file, you need to enter the exact resolution measurements and you are done. The program will see and be selected.

Here is a record of the skin ini file. Despite the resolution data, the skin does not work properly. Inability to return to the main menu and while navigating at the bottom of the screen a large transparent button is constantly displayed. There are no buttons in the main menu to close the program or others.
