Recently tried 7Ways for WinCE on my Car Audio works fine actually and Maps updates are free because maps are from Openstreet and the best part is if you think any streets are missing you can just edit to openstreepmap.org and it'll be added to monthly update.
Just download using this link:

Works fine for Philippine maps, the only problem is the entire Metro Manila is missing
