It's not work for me, archive have 2 file apk: Navitel v9.9.408 and 9.10.1619.
I think it's work for map map of Russia, Ukraine , Belarus , Kazakhstan such as indication in readme text file:

"1 . Before installing, you need to remove the previous version , go to the NavitelContent folder and delete the License folder
2 . Install version 9.9.408 from the archive, run it, agree to receive a license and make sure that the cards are picked up.
Someone needs to restart the device, I did not need
3 . Delete version 9.9.408 , without clearing the data, the NavitelContent folder DO NOT DELETE !
4 . Install version 9.10.1619, install a new version directly from the Play Store, the license is picked up automatically.
The main thing to do is not complete the removal , without clearing the data"
